Charles H. Mullen, A retired widower, Mr. Mullen was born in New York City in 1938. He attended parochial schools and New York University (NYU). He became active with the Knights of Columbus in Staten Island becoming Grand Knight (CEO) of a local council as well as another in Maryland in later years. At NYU he joined the Alpha Chapter of Alpha Kappa Psi National Business Fraternity and served as President for two terms.

In 1956, Mr. Mullen went to work for a multi-national conglomerate, U.S. Industries, Inc (USI) as a summer mail boy. At one point, USI was listed in FORTUNE 5oo as the 97th largest corporation in the United States. He progressed at USI and eventually reached Deputy Director for Corporate Public Relations.

In 1970, Mr. Mullen moved to USI's Services Business Group as Vice President Public Relations, while staying active in major corporate public relations projects. In 1971, he proposed to the USI Board of Directors that USI sponsor a Professional Golf Association Tournament to gain greater recognition in the financial community. The Board adopted the proposal. In 1972 Mr. Mullen negotiated a contract with the head of CBS Sports to nationally televise the event for 2 1/2 hours over two days. The Event was very successful.

In 1973, USI's Chairman of the Board moved all communications programs to the Legal Staff and eliminated Public Relations positions. While offered a position in USI's Los Angeles office, he chose to relocate.

Through a business associate who had served on the National Committee to reelect the President in 1972, Mr. Mullen relocated to the Social Security Administration (SSA) in Baltimore, Maryland, as a Senior Policy Analyst in 1973. He helped introduce the Supplemental Security Income Program to the American Public.

Mr. Mullen became Director of SSA's Office of Information and negotiated a contract with the Advertising Council to take SSA on as a client for a national media program. He later directed SSA's video operations and a national Satellite network.

In 1975, Mr. Mullen met his future wife, Patricia whom he married in 1976, his first and only marriage. Mrs. Mullen had three children from a previous marriage ranging in age from 13 - 20. Patricia passed away in 2002 after a long illness and Mr. Mullen continues a close relationship with his children.

In 1997, Mr. Mullen was appointed SSA Associate Commissioner for Public Inquires. He, with a staff of 75, responded to public inquiries written to the President, Vice President, high Government officials and Members of Congress about Social Security issues. Tens of thousands of responses were sent yearly with Mr. Mullen's signature affixed through automated computer system.

Following Mrs. Mullen's death in 2002, Mr. Mullen retired from SSA in 2003 after 30 tears of public service. He became a CASA (Court Appointed Special Advocate) and during his five years with the Program worked with four young men ranging in age from 11 to 17 years. The boys' troubled histories included sexual assault, physical abuse and abandonment.

In August 2009, Mr. Mullen moved from Maryland to Kissimmee, FL. to be near his son and his wife who relocated there the previous year. He bought a villa on a golf course.

Mr. Mullen continues his work with abused, abandoned, and neglected children in the Court System as a Florida Guardian Ad Litem volunteer, working with the children, their caregivers, service providers and testifying in Court. In his seven years as a GAL, he has served some 31 boys and girls and currently handles 5 cases with 5 children, and three boys he mentors.

The family of Mr. Mullen will receive friends on Wednesday, September 6, 2017 from 5:00 P.M. to 7:00 P.M. at Conrad & Thompson Funeral Home. A Service to Celebrate the Life of Charles H.
